The City of Warsaw is continuing its efforts to modernise its tramway rolling stock. In the largest tender for the supply of new vehicles in years, two bids were received, but neither of them came from Poland. Škoda Transportation and Hyundai Rotem Company submitted their bids within the deadline. This paves the way for contracts to be signed with the selected contractors. The new trams for Warsaw, of which there are to be around 160, will be delivered in stages, depending on available funding and current needs.
New trams for Warsaw – order and tender participants
The subject of the tender is the purchase of up to 64 one-way and 96 two-way trams. The basic order provides for the delivery of 20 one-way vehicles, while further batches can be ordered under the option formula. Two companies submitted bids by the deadline: Škoda Transportation and Hyundai Rotem Company. The price proposals of the two companies vary depending on the type of vehicle and the mode of purchase. Škoda proposed a price of PLN 21,152,000 net for a one-way tram and PLN 22,282,000 net for a two-way tram, while Hyundai offered PLN 21,960,000 net (basic order) and PLN 20,423,260 net (option) for a one-way tram and PLN 21,036,965 net for a two-way tram, respectively. At this stage of the proceedings, the proposed prices are not final.

Stages of the procedure and delivery schedule
The tender is a two-stage process. The first step will be the evaluation of the bids submitted and the selection of contractors with whom framework agreements will be signed for four years. During this time, it will be possible to outsource production and deliveries to the selected manufacturer under a separate executive contract. At this stage, the only criterion for the evaluation of tenders will be price. The basic contract should be completed within 28 months of the signing of the executive contract. The first two trams are to be delivered to the city after two years at the latest. The option is to be exercised within 76 months for one-way trams and 66 months for two-way trams.
New trams for Warsaw – proven solutions and passenger comfort
The vehicles to be ordered are to be based on existing and proven designs to speed up implementation and ensure reliability in operation. The maximum length of the trams has been set at 33 metres, which corresponds to the technical conditions of the city’s infrastructure. According to the requirements, a two-way tram should offer a minimum of 42 seats, while a one-way tram should offer a minimum of 56 seats. The tender documentation also takes into account the demands arising from the experience of operating the existing rolling stock. It is expected that the vehicles will be equipped with, among other things, swivelling end bogies, anti-collision systems to warn drivers of danger and solutions to assist them in situations of fatigue or loss of concentration.
The city is committed to modernity, safety and passenger comfort, and the implementation of this tender represents another step towards improving the quality of public transport in the capital.
