Warsaw has launched a public consultation on Strategy 2040 and the master plan to set the framework for the city’s development in the coming decades. The process will last until 19 January, and residents can familiarise themselves with the drafts at meetings and online. Both documents are intended to structure the principles of spatial design and enable the development of future local plans. One interesting change is the lack of high rise buildings in the vicinity of the PKiN.
Buildings around the PKiN
The biggest surprise announced with the start of the consultation is the abandonment of tall buildings in the immediate vicinity of the Palace of Culture and Science. Previous sketches envisaged four dominant buildings on the Emilia Plater side and in the area of the Centrum station. In the current plan they have all been deleted. Until a few years ago, variants were considered in which slender buildings were to flank the palace from the west and south. However, the new draft plan departs from these assumptions. The city architects want to limit the height of buildings in the central part of the city to around 30 metres, which restores the more intimate scale characteristic of the post-war urban layout.

Discussion around the future of Parade Square
The change in the plan’s provisions has sparked renewed debate about the role of high-rise development around the Palace of Culture. The dispute over the future shape of Defilad Square and its surroundings has been going on for years and has arguments on both sides.
The arguments for
Those in favour of taller buildings believe that this approach helps to close the urban composition around the Palace of Culture. In their view, the current space is overly dispersed and needs a clear framework, and the central location furthermore has the infrastructure to allow for a higher intensity of development. Tall buildings could introduce new residential and office functions, for which demand in the Downtown still exists. Such a direction could reinforce the metropolitan character of Warsaw and foster the development of services and catering, which contributes to the vitality of the area.
Arguments against
Opponents of high-rise buildings express concerns about losing the dominance of the Palace of Culture and Science in the heart of the city. Too dense a development could weaken the legibility of the monument in the skyline. There is also a high risk of creating a dense wall of buildings that worsens microclimatic conditions and restricts access to light in the streets and squares. Dense development is also a major congestion of infrastructure and the danger of introducing an office monoculture that is not conducive to the vitality of the space after working hours. In addition, intensive development in the area could reduce the area of public open spaces, which today are used for events and have recreational functions.

PKiN and the protection of the monument
According to the city authorities, the proposal to downgrade the building is based on the opinion of the conservationist and the planning teams. In their opinion, the Palace of Culture should remain the most prominent element of the Downtown skyline. However, the pace of work on the master plan is causing discussion. There are fears that changes introduced in a short space of time could hinder the development of the central quarters and limit their flexibility in the future.
Scope of Strategy 2040 and the role of the masterplan
Strategy 2040 includes actions related to public transport, urban services, green space, education and culture. The document attempts to respond to the challenges posed by climate change, demography and housing needs. The master plan, on the other hand, introduces the division of the city into functional zones and defines the principles of development, including maximum heights and urban planning parameters. Its adoption will enable the creation of more detailed local plans to organise spatial development in the years to come.
