PRL anew. Wilanów’s blocks from the 1980s will get a second life

Polski Holding Nieruchomości (PHN) is embarking on a new investment to modernise a 1980s housing estate in Warsaw’s Wilanów district. Instead of the previously planned demolition, the company will carry out a comprehensive renovation of around 20 buildings located in the area known as ‘Zatoka Czerwonych Świń’. Ultimately, a new residential space will be created here, referred to provisionally as the ‘Green Bay’.

PHN’s new strategy

PHN Group’s recently announced 2025-2030 ‘New Start’ development strategy is based on four main pillars. Two of them, namely ‘Development’ and ‘Leasing’, are new and crucial to the company’s future activities. Within their framework, it is planned to intensify investments in the residential, office and logistics sectors, while implementing environmentally friendly solutions and improving operational efficiency. The total value of PHN’s portfolio exceeds PLN 3.5 billion and includes more than 150 separate properties.

Investments across Poland

Between 2025 and 2030, the company intends to develop eight new projects, including the construction of flats, flats, warehouses and a new office building in the centre of Warsaw. Investments are also envisaged in other cities such as Gdynia, Kraków, Poznań, Łódź, Zielona Góra, Zgorzelec and Wrocław. However, the largest number of projects will be carried out in Warsaw. The one that has attracted interest recently is the modernisation of a decades-old housing estate from the communist era.

Modernisation of the housing estate instead of demolition

PHN has abandoned its intention to demolish the 1980s blocks of flats in Wilanów, which was to be carried out on the basis of the so-called ‘lex deweloper’ specust law. Instead, a plan has been drawn up to modernise the buildings located between Królowej Marysieńki, Lentza and Marconich streets. The modernisation will include improving the aesthetics and functionality and bringing the buildings up to modern standards. In the first stage of the project, the construction of 93 flats is planned. As PHN announces, the project is intended to be an excellent example of how outdated buildings from the previous regime can be renovated in a modern way and with respect for history.

Project with timeline

The PBPA Projekt studio led by Adam Wagner is responsible for the architectural concept. Inventory work and technical analyses are currently underway. A detailed concept for the renovation of the blocks is to be developed by July, and a building permit application will be submitted in late 2025/early 2026. The actual construction work is planned to start next year. The company is also considering the construction of a two-storey car park on the side of Wilanowska Avenue to complement the new infrastructure of the estate.

“Bay of Red Pigs” – history of the estate

The estate in the quarter of Wilanowska Avenue, Lentz Street, Królowej Marysieńki Street and Kosiarzy Street, known colloquially as ‘Zatoka Czerwonych Świń’, was built in the 1980s by order of the Office of the Council of Ministers. It was built on land originally earmarked for a hospital and from the beginning served as an enclave for the political elite. Initially, PZPR activists lived here, and after 1989 also SLD politicians, including Aleksander Kwaśniewski, Leszek Miller and Józef Oleksy. In 2006, the public prosecutor’s office opened an investigation into the purchase of flats on Marconich and Wiktoria Wiedeńska Streets at prices far below market levels. The proceedings were discontinued in 2008.
