Street noise is becoming one of the most pressing problems for residents of Polish cities. More and more people are complaining about the nuisance caused by illegally converted vehicles running without mufflers and with noisy exhaust systems. In response to this worryingly growing phenomenon, the Association Miasto Jest Nasz (The City Is Ours) has submitted a petition to the Speaker of the Sejm with a demand to be able to introduce acoustic speed cameras.
Speed cameras as newtechnologies in the fight against noise
An acoustic speed camera is a device that records sound instead of speed. If the noise generated by a vehicle exceeds acceptable standards, the device takes a photo or recording while reading out the vehicle’s registration number. This allows automatic issuing of fines. This type of technology is already in operation in France, Germany, the United Kingdom, the Netherlands and the United States, among others. In Poland, however, its use is not possible due to the lack of appropriate legal regulations.

Noise as a health hazard
According to the World Health Organisation, traffic noise is the second environmental health risk after air pollution. Each year it can contribute to the deaths of up to one million people around the globe. Of particular concern are the health effects of night-time noise and that generated by illegally modified vehicles travelling through inhabited areas.
Social and health impacts
Research indicates that long-term exposure to noise leads to sleep disorders, the development of depression, anxiety, heart disease and hypertension. It also impairs concentration, especially in children and neuroatypical people. In addition, it increases sickness absence, reduces quality of life and is comparable to the stress caused by second-hand smoke.

Everyday life in the shadow of noise
This problem affects all sections of society. Children have difficulty learning and sleeping, adults cannot recover, and people on the autism spectrum experience constant over-stimulation. Residents, despite the use of soundproof windows, are awakened by vehicles emitting noise in excess of 90 decibels. Pets are also affected by this burden. Unfortunately, for the time being, enforcement services do not have the tools or resources to effectively enforce existing standards. The introduction of noise cameras could change this situation.
Speed cameras – an appealfor legislative support
The Association of Cities are Ours calls for rapid legislative work to enable the use of already available technological solutions. The petition emphasises that residents are not asking for privileges, but for basic health protection. The introduction of noise cameras is intended to be a step towards an effective urban policy that responds to the real needs of citizens.
